Refinancing to a new lender: bright-line + interest limitation implications

I am about to refinance to a new lender for a property I bought in 2016. Would the refinance trigger Bright-line and change my eligibility to deduct?

Peter Taylor from BDS Chartered Accountants says

A change in lender has no impact on the bright-line test. But it can sometimes affect interest deductibility when there is not a straight refinance or the security offered is quite different without the appropriate documentation to support the lending purpose, This question will need to be referred to your accountant as a review of the documents is required to give a definite answer
